@vancanjoe - A roundabout is a circular intersection or junction which road traffic is slowed and flows in one direction around a central island to several exits onto the various intersecting roads. There are no rules as to the size or minimum lane count.
I'll agree, this example was poorly thought out and worse, it was executed.
I wonder what Jim Kenzie, P.Eng thinks of this one?

With respect, roundabouts are meaningfully bigger, have two well defined lanes and are employed in much bigger intersections. That’s a traffic calming circle, just built too small for that intersection. Me thinks, they tried to calm the traffic going through that neighbourhood with a pretty traffic circle, which may have been a local initiative, and when that didn’t work, probably because it’s too small, they brought in the 4-way stop. —vancanjoe
